“I have no doubt that people want change,” Dr. Abdullah said in an interview after a tumultuous day campaigning in Herat, in western Afghanistan, adding that his momentum was just building. “Today they are hopeful that change can come.”

  1. I assume that Herat is under Iranian influence. Is it well-governed?

    • Until 2004, Herat was governed by Ismail Khan, who had also fought with Massoud and the Northern Alliance. Some people think he was a good leader, but he was criticized for withholding customs revenue from Kabul, and he was removed as part of a US-led campaign against warlords (though he’s Minister of Energy now). I don’t know much about Herat’s governance now.
